Rules and Regulations

1. All contestants must be residents of Frederick County or the City of Winchester. Must have proof of residency: copy of utility bill with parents’ name and address.
2. Age requirements are as follows: Little Miss – must be between the ages of 7 and no older than 9 years by July 27, 2008. Pre-Teen Miss – must be between the ages of 10 years and no older than 12 years by July 27 2008. Junior Miss – must be between the ages of 13 years and no older than 15 years by July 27, 2008. Please provide a copy of birth certificate at registration.
3. A non-refundable registration/sponsor fee of $30.00 is required of each contestant. Sponsors may come from parents, relatives, businesses, etc. Must have a certified check or cash.
4. Contestants in the Little Miss pageant will be judged in a pageant gown and will be judged on beauty, poise, personality, selection of dress, overall appearance, thirty-second introduction and the ability to answer an onstage question.
5. Contestants in the Pre-Teen Miss pageant will be judged in a floor length pageant gown and will be judged on beauty, poise, personality, selection of dress, overall appearance, thirty-second introductions, and the ability to answer an onstage question.
6. Contestants in the Junior Miss pageant will be judged in street attire and a floor length pageant gown. They will be judged on beauty, poise, personality, and selection of outfits, overall appearance, thirty-second introduction, and ability to answer an onstage question.
7. No one will be allowed backstage with contestants during the contest. Volunteers will available to assist the Junior Miss contestants into their evening gowns.
8. Registration will be available on June 29, 2008 in the Frederick County Fair Office. The first twenty-five applications with sponsor fee will be accepted for each division. Registration times are as follows: Little Miss – 1:30 p.m.; Pre-Teen Miss – 2:00 p.m. and Junior Miss – 2:30 p.m.
9. All contestants are required to attend the rehearsal on Saturday, July 26, 2008 at the Frederick County Fair Grounds. The rehearsal times are as follows: Little Miss – 12:00 p.m.; Pre-Teen Miss – 1:00 p.m.; and Junior Miss – 2:00 p.m.
10. The pageants are being held on Sunday, July 27, 2008 at the Frederick County Fair Grounds. The pageant times are as follows: Little Miss – 12:00 p.m.; Pre-Teen Miss – 1:00 p.m.; and Junior Miss – 2:00 p.m. All contestants need to arrive dressed and ready thirty minutes prior to the start time of their pageant.
11. All division winners will ride in the 2008 Christmas Parade and on the Frederick County Fair float in the 2009 Apple Blossom Parade. Contestants may also be asked to attend other local events in Frederick County and/or the City of Winchester.
12. All division winners will be expected to crown the new queens in 2009.
13. All division winners will only be representatives on Fair Monday to be introduced at the Miss Frederick County Fair Scholarship Pageant. No sashes or crowns will be worn during the fair other than the stated fair dates.
